Why do the police arrest suicidal people?

there was some bird aged about 20 yesterday threatening to jump off a building, and she got jumped by 3 policemen, handcuffed and put in a paddy-wagon? Why? I didn't know that was a crime, even if its not, why so forceful/sharp.......
